Rajnath Singh to visit Mumbai on Tuesday

"The Home Minister will visit Mumbai on October 28," sources close to him said.

Singh will visit Mumbai as BJP observer, along with party general secretary and new in-charge of party affairs in the state J P Nadda, to elect the leader of the BJP legislature party.

Singh and Nadda were supposed to visit Mumbai on October 20, a day after the results of the Assembly elections were out, as part of the decision of the BJP Parliamentary Party but they decided to defer the tour.

Singh had said that he would visit Maharashtra after Diwali.

So far, BJP has not taken any decision on the Chief Minister of Maharashtra, though the party's state unit chief Devendra Fadnavis is leading the race.

Singh, who is said to be close to Shiv Sena chief Uddhav Thackeray, is expected to meet the estranged ally leader, amid speculation of back-channel talks continuing with the Sena.

BJP, which has got 122 seats in the recently concluded Maharashtra assembly elections, needs the support of at least 22 MLAs to reach the halfway mark in the 288-member House.

Shiv Sena has won 63 seats. The BJP and Shiv Sena alliance broke down ahead of the Assembly polls on the issue of seat-sharing.

NCP to abstain if BJP in Maharashtra seeks trust vote: Nawab Malik

"If Shiv Sena joins the government, there will be no problem. We will not be part of the government but do not want to create instability by voting against a minority government. So NCP will abstain if there is voting," NCP spokesman Nawab Malik said.

NCP would like to honour the people's mandate which is in favour of BJP ,the single largest party, he said.

Seven independents and five MLAs from smaller parties will support the BJP government during the floor test taking the total strength to 134, ten short of the simple majority mark in the house of 288. There is one nominated member taking the total strength of the legislative assembly to 289.

In an interview to an English daily, NCP chief Sharad Pawar said, "if situation warrants and there is voting in the assembly (for establishing majority) we will abstain."

" Numbers are such that we are compelled to do it, otherwise there will be no government in Maharashtra and within six months there will again be elections," he said in the interview.

Army celebrates 65th Infantry day in Jammu & Kashmir

In the honour of martyrs of the Infantry, Chief of Staff of Northern Command Lt Gen HJS Sachdev laid wreath on the 'Dhruva Shahid Smarak' in Udhampur-based Northern Command Headquarters.

"The Indian Army celebrated 65th Infantry Day with traditional solemnity and gaiety today," a Defence spokesman said.

The highlight of the function was the solemn wreath laying marked by reversal of arms and sounding of bugles at the Ashwamedh Shaurya Sthal and Tiger War Memorial.

"Veterans, serving Officers and men alike paid homage to all the brave soldiers of the country who have made the supreme sacrifice in the line of duty," the spokesman said.

The day was celebrated in a most traditional and solemn manner at Jammu and Nagrota Garrison, he said, adding that similar memorial services were held across the state.

Major Gen Dushyant Singh laid the wreath at the newly- renovated Tiger War Memorial in Satwari and Brigadier NK Airy, the senior most Infantry Officer in the absence of General Officer Commanding (GOC), White Knight Corps, Lt Gen KH Singh laid the wreath on his behalf at the Ashwamedh Shaurya Sthal at Nagrota.

October 27 is celebrated as Infantry Day by the Army as it was on this day in 1947 that a Company of Infantry of the First Battalion of the Sikh Regiment was airlifted from Delhi to Srinagar, to liberate Kashmir from the invading tribals supported by the Pakistan Army, the spokesman said.

This action was ordered by then Prime Minister Jawahar Lal Nehru after Maharaja Hari Singh signed the Instrument of Accession, acceding his kingdom 'Jammu and Kashmir' to independent India.

Another significance is that it was on this day in 1947 that India as an independent nation was for the first time engaged in operations against an aggressor.

Infantry, the largest fighting arm and also known as the "Queen of the Battle," is the backbone of the Army and its soldiers bear the main brunt in any battle.

Physical fitness, aggression and discipline are the basic qualities required in these men. The Infantry units of Army have been modernised, equipped and trained to make the Indian Army amongst the best in the world, the spokesman said.

Congress to announce candidates for J-K Assembly polls soon: Soz

Setting poll process in motion, notification for the first phase of Assembly election in Jammu and Kashmir will be issued on Tuesday.

The Congress which is in hectic parleys to finalise the candidates said the names will be announced within a couple of days.

"The candidates would be announced within a couple of days. We are working on it", Jammu and Kashmir Pradesh Congress Committee (JKPCC) President, Prof Saif-uddin-Soz said.

The leader, however, refused to comment on whether the party will enter into an alliance.

The Election Commission on Saturday decided to go ahead with holding Assembly polls in flood-devastated Jammu and Kashmir and announced a five-phased schedule between November 23 and December 20.

Ruling coalition partners of Congress and National Conference (NOC) fought Lok Sabha elections this year in alliance and lost all the six seats.

BJP bagged three seats of Jammu, Udhampur and Ladakh Parliamentary constituencies and PDP bagged Srinagar, Ananatnag and Baramulla LS seats in Kahsmir.

1,000-hour bandh for separate state begins in Karbi Anglong

JACAS has called the bandh from 5 AM today till 9 PM on December 7 in protest against the delay in announcing the dates for next round of talks since the last one held on November 6, 2013 for creation of a separate autonomous state within Assam under Article 244 A of the Constitution.

Karbi Anglong district Superintendent of Police Ugdhajyoti Dev Mahanta said no untoward incident has been reported so far. All educational institutes and financial establishments remained closed, while negligible attendance has been recorded in government offices across the district, he added.

Mahanta said vehicles remained off the two National Highways passing through the district although there was no blockade reported in any part of Karbi Anglong. From September 1, JACAS had organised an indefinite hunger strike seeking to restart the tripartite dialogue between JACAS, Assam government and Union government. After reportedly getting an assurance from a messenger of the Union government that the next date for discussion would be announced soon, JACAS withdrew the strike.

However, as no communication has been received from the Centre for more than one and half month, JACAS decided to go ahead with the 1,000-hour bandh. JACAS is also demanding a bill regarding creation of a separate state during the forthcoming Winter Session of the Parliament.

Ready to back any CM as long as he has people's blessings: Sena

"On the day of Laxmi Pooja, Devendra Fadnavis met Nitin Gadkari and took his blessings. Later Gadkari met the RSS chief and took his blessings. All these blessings are undoubtedly important, but the blessings of the people are the most important. Shiv Sena is ready to support anyone who will take Maharashtra ahead with the blessings of the people," Sena said in an editorial in its mouthpiece 'Saamana'.

The party says that though Union Minister Nitin Gadkarihas the experience to don the mantle in the state, the final decision will be taken by the high command in Delhi.

"The final decision (over the CM's name) will be taken by the high command in Delhi, hence no point for the state leaders to think over this. Gadkari is well versed with the state and hence has a development vision for Maharashtra. On the other hand ,Fadnavis does not have the experience of being involved in governance," the party organ said.

We are happy that the BJP won the elections and rooted the corrupt Congress and the NCP out of power. The state will benefit from the oust of both these parties, it added.

BJP's central observers Union Home Minister Rajnath Singh and J P Nadda will attend the legislature party meet in Mumbai tomorrow and elect the next Chief Minister of the state.

With no concrete talks having taken place between the BJP and the Sena over the allocation of portfolios, the Sena will have to wait for further clarity until the legislature party meet.

Centre plans ring road train for Delhi: Union Urban Minister

"There is a lot of traffic jam in Delhi everyday. We are considering to bring 'Ring Road Train', which will help us decongest roads in the national capital," Union Urban Development Minister M Venkaiah Naidu said here.

The Centre has also plans to construct several flyovers, elevated highways and ring roads across the city.

"In the upcoming days, many new flyovers, more ring roads, expansion of Metro lines and elevated highways will come up in Delhi following which congestion will be reduced in the national capital," Naidu said ata function here.

The minister said that to suggest necessary measures for these projects, he has constituted a committee led by the Urban Development Secretary.

"This committee will submit its final report within 45 days and thereafter, Centre and Delhi government will work on these projects," he said.

"We are also working on a project which will allow vehicles coming from the side of Haryana and wanting to go to other states to bypass national capital and such vehicles don't need to enter in the city due to which there will be no congestion in Delhi," Naidu.

The Central government has already set a deadline of three years to complete the Eastern and Western Peripheral Expressway, which aims to decongest Delhi roads.

The two expressways each about 135 km long were planned in 2006 following a Supreme Court order to form a ring road outside Delhi for channelling non-Delhi bound traffic bypassing the national capital.

Eastern Peripheral Expressway envisages providing signal-free connectivity between Ghaziabad, Faridabad, Gautam Budh Nagar (Greater Noida) and Palwal while the Western Expressway connects Kundli to Palwal via Manesar in Haryana.

Chhath Puja begins in Bihar

"Chhath Puja began with ritualistic bath, before preparing the traditional meal of boiled rice and pumpkin on earthen stove," said Sudha Devi, a devotee, while cooking the traditional meal at Collectorate Ghat near the Ganga river in Patna.

ressed in new cotton sari, Sudha is one of the million devotees across the state who thronged the Ganga and other water bodies since early Monday morning. "We have to first take bath and prepare the meal. We then perform the rituals of 'Nahai-Khai' (first day of the festival) that marks the beginning of Chhath Puja," said Krishna Sinha, another devotee who with her family members was preparing food at Gandhi Ghat. She said "Nahai-Khai is a symbol of purity and strict discipline. It will be followed by 'kharna' Tuesday, when 'kheer' will be prepared and distributed among neighbours, friends and relatives.

Krishna Sinha said she will keep fast and pray for the next three days. On Wednesday evening, devotees will offer prayers called 'argya' to the setting Sun and follow this up by offering prayers to the rising sun Thursday morning. Some devotees prefer to take bath in their own houses due to dirty river banks and polluted river waters. Chhath Puja is celebrated on the sixth day following Diwali and is dedicated to the Sun. It is one of the most popular festivals in Bihar. During the festival, women observe a continuous fast for 36 hours. Devotees offer wheat, milk, sugarcane, bananas and coconuts to the Sun.

"District magistrates have been directed by (Chief Minister) Jitan Ram Manjhi to give top priority to safety and security of devotees," an official said. In Patna, about 200 divers have been deployed to handle any emergency near the river banks and over 5,000 policemen have been deployed to monitor ghats and roads.

BJP MLAs to elect Maharashtra CM tomorrow, Fadnavis amongst front runners

BJP Maharashtra unit president Devendra Fadnavis continues to be the frontrunner for the post of Chief Minister though there are some more names doing the rounds.

The meeting to elect the Legislature Party Leader and the Chief Minister designate will be held at 11 am at Vidhan Bhavan on Tuesday (October 28), senior BJP leader Eknath Khadse told reporters in Mumbai on Sunday.

Earlier, Khadse, Fadnavis and senior BJP leader Vinod Tawde had met to discuss preparations for government formation.

Union Home Minister Rajnath Singh and BJP in-charge of Maharashtra J P Nadda would attend Tuesday's meeting as observers.

The BJP legislature party leader would meet Maharashtra Governor Ch Vidyasagar Rao to stake claim for forming the next government, Khadse said.

"We will prove our majority in the house if the Governor desires," he said.

BJP, which has emerged as the single largest party in the elections held for the 288-member Maharashtra Assembly, winning 122 seats, has already been offered unconditional outside support by the Nationalist Congress Party (NCP) which won 41 seats. Counting of votes was taken up on October 19.

With its 63 MLAs, Shiv Sena is the second largest party in the House.

Sources said the BJP is in back channel talks with Shiv Sena over government formation and efforts are being made to settle the differences with its oldest ally with whom it snapped ties ahead of polls.

As suspense continued whether Shiv Sena will be on board, RPI Chief Ramdas Athawale, whose party is a BJP ally, said Shiv Sena is ready to support BJP.

"Shiv Sena is ready to support BJP. BJP should support Shiv Sena," he said.

All the Shiv Sena MPs were also present at the high tea hosted by Prime Minister Narendra Modi at his Race Course residence. According to a senior central BJP leader, the "final call" regarding renewing the alliance will be taken by the top leadership.

Refusing to divulge details on government formation talks with Sena, Tawde said talks are on between Sena and BJP leaders. "Leadership will take a decision," he added.

Tawde told reporters in Mumbai that BJP was eager to have its former ally Shiv Sena on board in the government.

When asked about Sena MP Gajanan Kirtikar's statement that state BJP leaders did not want to take along Sena, Tawde said BJP is keen to have a post-poll alliance with Shiv Sena.

Tawde said all MLAs, MLCs, Lok Sabha and Rajya Sabha Mps of BJP have been asked to reach Mumbai by Monday night or early Tuesday morning.

"The next process of government formation will start after election of the Legislature Party leader. Apart from Rajnath Singh and J P Nadda, O P Mathur and Rajiv Pratap Rudy will be also present at the meeting (on October 28)," he said.

"Let our minds meet first without any pre-conditions. Issues of portfolio can be discussed later. People of the state want a good and corruption-free government after 15 years of misrule," Tawde added.

Ahead of the visit, Vietnam's Ambassador Thanh Tan on Saturday visited Patna and met Manjhi.

The 1,500 years old Buddhist shrine in Bodh Gaya, some 110 km from here, is where Gautama Buddha is said to have attained enlightenment about 2,550 years ago.

Trilokpuri incident was "pre-planned" to polarise society: AAP

The party also demanded a probe into the "role" of former BJP MLA Sunil Kumar Vaidya in this connection.

"Communal violence in Trilokpuri area of East Delhi is an unpardonable act which has been committed in a pre-planned manner to polarise the society on religious lines," said an official statement released by the party.

Making an appeal to people of the area to maintain peace and clam, AAP said, no attention should be given to rumours being spread by "vested interests" to create discord between communities.

The party said that it had sought a report from its MLAs - Raju Dhingan and Manoj Kumar, representing Trilokpuri and Kondli Assembly constituencies about the reasons behind the communal flare-up and the prevailing situation.

"Both of them have been spending their nights in the affected area to prevent any further disturbance. The first- hand account narrated by them has brought out very disturbing developments, which make it clear that there is a political design behind this communal tension in Trilokpuri and its adjoining areas.

"The AAP demands that Delhi Police should probe the role of former BJP MLA Sunil Kumar Vaidya in the entire incident, since there are credible reports that he had convened a meeting on Diwali night and trouble started only after that," the statement said.

Nagaland to protect world's longest-distance migratory falcons

"NGOs and civil societies are wholeheartedly cooperating with the forest department and wildlife division to shelter the birds," Nagaland's Principal Chief Conservator of Forests M Lokeswara Rao said, adding that adequate numbers of forest protection personnel were deployed in different lakes, water reservoirs and forest areas to protect the birds.

"Last year, around one million Amur falcons had came to Nagaland and subsequently gone to South Africa and other countries. This year the number of migratory birds already crossed one million."

Like in previous years, the birds began arriving earlier this month from Mongolia, Siberia, Northern China and Japan.

They will stay in Nagaland, mostly in Wokha district and adjoining areas for about two months, and then head for South Africa and other countries, an amazing expedition - including a three-and-a-half-day non-stop journey across the Arabian Sea - that was satellite-tracked and documented for the first time last year.

Mountainous Nagaland scripted a success story in safeguarding the migratory birds with the joint teamwork of locals, the state forest department and NGOs.

The initiative won accolades from the United Nations Environment Programme this year.

Earlier, Amur falcons were killed indiscriminately in the Doyang reserve forest areas and other places of the state.

Since last year, due to a massive campaign, the villagers at different places have refrained from killing these birds.

The Pangti Village Council of Nagaland, which led the conservation initiatives of the state forest, wildlife and other departments of the state government and local NGOs, has received national and international recognition for its amazing efforts.

The Amur falcon (Falco amurensis) is a small raptor of the falcon family.

It breeds in southeastern Siberia and Northern China before migrating in large flocks across India and over the Arabian Sea to winter in South Africa.

"Tracking of the raptors began soon after the three birds were released in Nagaland last November 6 after satellite tags with an antenna and solar panel, weighing five grams, had been fitted on their back by a team of scientists. After a few months all the three birds were located near a lake in South Africa," a Nagaland wildlife official said.

The Nagaland Wildlife and Biodiversity Conservation Trust (NWBCT) said its 'Friends of the Amur Falcon' programme is in its third year and would continue its drive and education programme through its eco-clubs.

According to the forest department officials, the Amur falcon is protected under the Wildlife (Protection) Act and trapping or killing of the birds is a criminal offense punishable with three years' rigorous imprisonment or a Rs 25,000 fine or both.

Nagaland Governor Padmanabha Balakrishna Acharya appealed to the people to ensure safe passage of the Amur falcons.

"Over a million of Amur falcons come to Nagaland from Siberia en route to their final destination to Somalia, Kenya and South Africa. These amazing birds have one of the longest migration routes of all birds, doing up to22,000 km in a year," Achrarya said.

"The raptors are unusual because they travel a huge distance over the sea and carry on their journey at night too," said Acharya, who has the additional charge of Tripura governor.

"I was sad and shocked to learn the news of large-scale killing of these wonderful raptors on the banks of the Doyang reservoir in the past," he added.

He said India, as a signatory to the Convention of Migratory Species, is duty-bound to stop this indiscriminate killing and provide safe passage.

"Naga people are traditionally known for their love for meat and animal products. In 2012, around 140,000 birds were killed. But, with the community's positive response to the intensive joint initiative of the forest department and NGOs, we successfully saved most of the birds last year," said Bano Haralu, a writer who is also managing trustee of NWBCT.

"Carrying out a state-wide massive awareness campaign involving teachers and school children, during the past few years with the community's all out help yielded success in protecting the birds," Haralu said.

She said that Nagaland is already known as the "falcon capital of the world" because of focussed and relentless awareness in the last few years to shelter the birds and to protect its milieu.

"The Amur falcons are also seen in Dima Hasao district for a few weeks during October and November. During this period, the falcons are hunted and traded in Dima Hasao. Keeping the success of last year's awareness programmes, in Nagaland, a Rapid Action Project has also been started in the area to encourage locals to help conserve these birds," an Assam forest department official said.

Nearly 100 Amur falcons have been reportedly slaughtered in the last couple of days in Umrangsu village in Dima Hasao district in southern Assam.

In Nagaland, a welcome programme was recently organised by the forest department in Pangti village (in western Nagaland) as part of the campaign to protest the birds. The Nagaland forest department and Nagaland Bamboo Mission had constructed two watch towers to observe the mass migration phenomenon.

Javadekar slams Congress for blocking environment related projects

In an apparent reference to his predecessor and former Environment Minister Jairam Ramesh, Javadekar, who is the Minister of State for Environment, Forest and Climate Change, charged him with blocking several infrastructure projects.

Responding to a question during an interaction at the Foreign Correspondents Club in New Delhi, on whether reservations by Environment Ministry controlled by previous UPA government hampered growth, Javadekar said, 'Unfortunately, yes'.

"I met (former PM) Dr Manmohan Singhji at a function. He, as a PM, had short-listed some 17 strategically important projects for clearance. For 17 months the 17 projects were pending. I told him, we had a meeting and have given clearance to 17 projects.

"My predecessor who is also my friend put no-go board. There were too many no-goes...so where would they go," the minister said in an apparent reference to Ramesh.

Javadekar added that after the change of guard at the Centre, the 'negative' approach policy has turned into 'positive'.

He said his Ministry is focusing at decentralization so that major decisions could be taken at the regional level with participation of states.

"Not a single rule of 'caring nature' has been changed. But those in the name of 'caring nature' which was stopping progress... because we think progress and environment protection of nature is simultaneously possible and both can go hand in hand," the minister said.

Javadekar said that after taking over he cleared important proposals like giving clearance to 35 coast guard chowkies, which were falling under the CRZ regulation and also started online process of granting clearance under which 200 applications are already being processed.

"Clearance was given to important projects like border roads, those increasing connectivity and those with strategic importance," the minister said.

Disinvestment programme on track, schedule soon: Arun Jaitley

The process (of disinvestment) is well on the way and the schedule will be announced (soon)," he told reporters here.

He was responding to queries related to the government's stake sale programme in Public Sector Undertakings (PSUs).

Last month, the government had approved diluting its equity stakes in Coal India Ltd (CIL), ONGC and NHPC. The stake sales in these three bluechip companies could fetch government about Rs 42,000-43,000 crore.

Sources say the disinvestment in the three companies would be done through the Offer For Sale (OFS) process, popularly known as the auction route.

The government has already selected merchant bankers for managing ONGC and NHPC disinvestment and is in the process for doing so for CIL.

In his Budget speech, Jaitley had set a disinvestment target of Rs 43,425 crore. Also, government is eyeing Rs 15,000 crore from sale of its residual stake in the erstwhile government companies, as per the Budget document.

In 2010-11 and 2011-12 fiscals, the government had raised Rs 22,144 crore and Rs 13,894 crore through divestment, against the budgeted target of Rs 40,000 crore in each year. In 2012-13, it had raised Rs 23,956 crore while the goal was Rs 30,000 crore.

In last fiscal, the government could raise Rs 16,027 crore, as against the budgeted target of Rs 40,000 crore. The target in revised estimates was scaled down to Rs 16,027 crore.

Samsung to step up investments in India's 4G market
