Shiv Sena MPs charge at Union minister Raju in Parliament after he refuses relief to Ravindra Gaikwad

New Delhi: Amid raucous scenes in parliament on Thursday, Shiv Sena MPs drove by Anant Geete charged at Civil Aviation Minister Ashok Gajapathi Raju and irritated him after he declined to help lift carriers' flying restriction on their associate Ravindra Gaikwad.

Reacting to the requests in the Lok Sabha to help lift the boycott, the common flight serve said the "law will take its own particular course", while declining to give any alleviation to the beset Shiv Sena MP.

As Geete and other Sena MPs encompassed him, the pastors were seen surging towards Raju keeping in mind the end goal to shield him.

"No flight will take off from Mumbai," Geete was heard yelling at the priest, who was escorted out of the house by the BJP's SS Ahluwalia.

Maruti to invest Rs 4,000 crore in FY16 on new models, marketing

The company, which reported its highest ever annual profit and sales in the fiscal concluded March 31, 2015, said the amount would be utilised on enhancing marketing infrastructure, launching new products and on R&D.

Maruti is looking to set up new display centres where its different models are displayed like it does at the brand centre at its headquarter here.
  
In the ongoing fiscal MSI is expected to launch its crossover vehicle SX4 S Cross and premium hatchback code named YRA.
  
Apart from urban markets, the company has also decided to intensify efforts to expand in the rural markets.  "We are at present in 1.25 lakh villages, we would like to add another 25,000 villages this year," Maruti Suzuki India Chairman R C Bhargava told reporters.
   
He said at present demand is strong in the rural markets but how it would be in the year ahead was hard to predict because of unseasonal rain and prediction of low monsoon.
   
Out of the total capex planned for the fiscal, the company on Monday released Rs 845 crore for the upcoming plant at Gujarat.

Farmers suicide: Parties must together find credible solution, says Manmohan

 

His remarks came a day after a farmer from Rajasthan committed suicide during a rally organised by AAP here.

"This is a great tragedy that farmers are committing suicide. It is not a one party issue. All parties in Parliament and outside must pool in their wisdom, knowledge and experience to find a credible solution to this issue," he said speaking to reporters in the Parliament complex.

Congress criticism on ordinances like devil quoting scriptures: BJP

Bringing out the past record of previous Congress regimes, the ruling party cited a record number of ordinances were issued during the time and the opposition parties had no right to accuse them of "murder of democracy"

The BJP also armed its MPs with records of previous regimes on ordinances and asked them to "expose" those criticising them before the crucial land bill is taken up for passage in Parliament.

"Congress party criticising the Ordinance route is like a devil quoting scriptures. Their record is worse. They have issued ordinances umpteen number of times. 456 ordinances were issued in last 50 years," Parliamentary Affairs Minister M Venkaiah Naidu quoted.

He cited while 77 ordinances were issued during Jawaharlal Nehru's time, as many as 77 ordinances were issued during six years of Indira Gandhi's regime, when three ordinances were issued every two months and 35 ordinances were issued during Rajiv Gandhi's time.

"CPI-M-supported United Front regime issued 77 ordinances, three ordinances per month. Bills passed are only 61 and 77 ordinances were issued by the United Front government which was ably supported by the Communist party, which is taking objection to the issuance of ordinances, which was done after wider consultations after taking stakeholders into confidence," he added.

Government not averse to more amendments to Land Bill: Nitin Gadkari

"We are not averse to more amendments to the Land Bill provided they are good and substantial in nature. There is no restriction on fresh changes," Road Transport and Highways Minister Gadkari said.

But at the same time, he cautioned that amendments aimed at delaying the measure and scoring political points against the government would certainly not be considered.
  
"We accepted nine amendments to the bill after discussion in the Lok Sabha. We are obviously open to new changes," he said.

Asked about NDA government's lack of numbers in the Rajya Sabha, Gadkari said that he is hopeful of getting support from the Upper House.
  
"I believe members will support the Bill in Rajya Sabha. Let us hope positively. We are confident," he said. Amendments to the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2014 have been approved by the Lok Sabha but could not be passed in the Rajya Sabha as the ruling NDA government is short of numbers in the Upper House.
  
However, pending the passage of the amendment bill by Parliament, the Ordinance was re-promulgated to ensure continuity in legislation.

Waterways Bill to be introduced in Parliament on April 20: Nitin Gadkari

"I will be introducing the Inland Waterways Bill in Parliament on April 20," Gadkari said at a CII event here. He added that the government is contemplating setting up five more major ports in the country, two of which have already been announced in West Bengal and Andhra Pradesh, to be built at an estimated investment of Rs 16,000 crore.
  
At present, there are 12 major ports -- Kandla, Mumbai, JNPT, Marmugao, New Mangalore, Cochin, Chennai, Ennore, VO Chidambarnar, Visakhapatnam, Paradip and Kolkata (including Haldia) -- in India.

Gadkari said the existing five inland waterways would be developed on a public-private-partnership (PPP) mode next year.
  
"One is Ganga, which flows from Gangotri to the Bay of Bengal via Haldia. The other is Mahanadi of Odisha, which is in a coal mining area. The third is Brahmaputra. The fourth is Buckingham Canal which links Tamil Nadu with Andhra Pradesh and the fifth one is in Kerala," he said, adding that waterways would cut transport cost by 30 percent.

CCPA to decide today on proroguing Parliament to repromulgate land ordinance

Sources said that a meeting of the CCPA this evening will take a final decision on the matter.

With the land acquisition ordinance set to lapse on April 5, indications are that the government may be heading towards its repromulgation and that at least one of the Houses could be prorogued for the purpose.

Parliament, in its Budget session, is currently on a month-long recess. For issuing an ordinance when the Parliament is in session, at least one of the Houses has to be prorogued.

The repromulgated ordinance will carry the nine official amendments moved by the government during passage of the Bill, which seeks to replace the executive order.

Sources said that senior ministers assigned responsibility to consult leaders of the various political parties have reached out to key leaders and the government will try its best to bring the land Bill in Rajya Sabha to replace the Ordinance in the second half of the Budget session after it reconvenes on April 20.

Mines Bill passed by Parliament despite protests

The Mines and Minerals (Development and Regulation) Amendment Bill, 2015, was passed by the Rajya Sabha earlier on Friday and later approved by the Lok Sabha within 20 minutes.
   
The Bill was cleared by the Lok Sabha but was referred to a Select Committee in Rajya Sabha by a united Opposition. After a day of high drama on Thursday, the Bill was cleared by the upper house as the government agreed to the amendment recommended by the Select Committee on March 18.

The Insurance Laws (Amendment) Bill, seeking to hike FDI in insurance sector was the first reform measure passed by Parliament.
   
Government had promulgated ordinances on insurance and mines and minerals in December last and January, which were converted to bills.
   
In the upper house all parties, barring Congress and the Left, supported it. JD-U members walked out before the voting saying they did not want to be part of the procedure.

The Bill was passed in Rajya Sabha by 117 members voting in favour and 69 against it, after Mines Minister Narendra Singh Tomar moved it for passage.
   
The House earlier saw a lot of discussion on a motion moved by P Rajeeve of CPI(M), which sought that the measure be re-sent to the Select Committee as it had not taken the views of all stakeholders including state governments.
   
This amendment was voted out after a division, with parties like TMC, NCP, SP, BSP, BJD, AIADMK, DMK and JMM, besides allies Shiv Sena and SAD supporting the government.

Blackmoney Bill introduced in Lok Sabha; 10 years jail for concealing foreign funds

Finance Minister Arun Jaitley introduced 'The Undisclosed Foreign Income and Assets (Imposition of Tax) Bill, 2015,' proposing that it would come into effect from April 1, 2016.
   
"Recognizing the limitations of the existing legislation, it is proposed to introduce a new legislation to deal with undisclosed assets and income stashed away abroad," said the Statement on Objects and Reasons of the Bill.
   
The Bill provides for criminal liability with enhanced punishment with 3-10 year imprisonment for willful attempt to evade tax in relation to foreign income, along with a fine.
   
Second and subsequent offence would be punishable with rigorous imprisonment for a term of 3-10 years with a fine of Rs 25 lakh to Rs 1 crore.
   
"In prosecution proceedings, the wilful nature of the default shall be presumed and it shall be for the accused to prove the absence of the guilty state of mind," it added.
   
The Bill also provides for a penalty of three times the amount of tax for concealment of income in relation to a foreign asset.
   
Further, a penalty of Rs 10 lakh would be levied for failure to furnish return of income by persons holding foreign asset, failure to disclose foreign asset in the returns or furnishing of inaccurate particulars of such asset.

The Bill proposes a limited window to persons who have any undisclosed foreign assets who wish to come clean.
   
"Such persons may file a declaration before the specified tax authority within a specified period, followed by payment of tax at the rate of 30 per cent and an equal amount by way of penalty," it said.

Short window to declare overseas assets under black money law

The Union Cabinet last night approved the Undisclosed Foreign Income and Assets (Imposition of New Tax) Bill, 2015 with a view to put in place a legal framework to unearth black money and illicit assets stashed abroad.

It provides for a maximum of ten years rigorous imprisonment for offenders, who conceal income and assets and indulge in evasion in relation to foreign assets.
    
Under the provisions of the new Bill, the offence will be non-compoundable and the offenders will not be permitted to approach the Settlement Commission for resolution of disputes. There will also be a penalty at the rate of 300 percent of taxes on the concealed income and assets.
  
"The dates for declaring the overseas assets will be notified after the passage of the bill on the black money by Parliament," a senior Finance Ministry official said on Wednesday.
  
The assesses will be given a few months time to declare their overseas assets, the official said, adding the bill would also provide for a rigorous jail term of 10 years for concealment of such income. The proposal to come out with a new law on the black money was mooted by Finance Minister Arun Jaitley in his budget speech.

"The problems of fishermen were also discussed during the talks. The prime minister pointed out that this was a complex issue involving livelihood and humanitarian concerns on both sides. India and Sri Lanka need to find a long-term solution," she explained making a suo motu statement in the Lok Sabha on Modi's visit to the Seychelles, Mauritius and Sri Lanka.

She informed the house that the Prime Minister told Sri Lanka that fishermen's associations of both countries must meet at the earliest to work out a mutually acceptable arrangement.

The external affairs minister said Modi's talks with the Sri Lankan leadership covered a very wide range of issues.

"He conveyed India's sincere support and good wishes for Sri Lanka's new journey of peace, reconciliation and progress," Sushma Swaraj cited.

Prime Minister also declared that they believe that the early and full implementation of the 13th Amendment and going beyond it would contribute to this process, Swaraj added.

Modi was in Sri Lanka on a two-day visit, the first by an Indian Prime Minister in 28 years. He also visited Mauritius and the Seychelles during his March 10-14 2015 tour.

Delhi needs Lokayukta through collaborative approach: Kiran Bedi

"Country already has a useful Lokpal Act! Delhi only needs an amended Lokayukta! Which is possible if the approach is collaborative!" Bedi, a member of Team Anna, tweeted.

Bedi, who had even observed fast along with Gandhian activist Anna Hazare for the Lokpal Act, has been critical of the Jan Lokpal Bill, which the Delhi government wants to get passed in the assembly.

Two days back, she had said that the Jan Lokpal Bill should have been circulated to all concerned stake holders.

"No one knows contents of proposed Lokayukta! Why no prior consultations/consensus building before finalizing it? Why not on the website too?" Bedi had tweeted.
