पांच खलनायक जिन्‍होंने सेंसेक्‍स की नैया डुबोईचीन में गिरावट का भय:
चीन के बाजारों में तेज गिरावट का आने की वजह से कल विश्वव्यापी असर देखने को मिला हे। जिसमें कल भारतीय और अमेरिकी बाजारों में भारी गिरावट का तूफान आ गया। चीन में भारी मंदी की आशंका पिछले सप्‍ताह ही हो गई थी। जिसमें यह साफ हो गया था कि दुनिया की दूसरी सबसे बड़ी अर्थव्यवस्था इस समय काफी संघर्ष कर रही है। शंघाई शेयर बाजार वैश्विक बाजारों में इस साल करीब 30 फीसदी से ज्यादा गिर गया है। इनके साथ ही ब्राजील, रूस और जापान जैसी प्रमुख वैश्विक अर्थव्यवस्थाएं भी इन दिनों संघर्ष से जूझ रही हैं। हालांकि इनमें चीन थोड़ संभल गया है क्‍योंकि चीन का आयात निर्यात का लिंक काफी ज्‍यादा है। चीन अमेरिका, यूरोपीय संघ, जापान और यहां तक ​​कि भारत का सबसे बड़ा व्यापारिक भागीदार है।

मुद्रा युद्ध की आशंका:
चीन के केंद्रीय बैंक ने दो सप्‍ताह पहले ही विश्‍व की दूसरी बड़ी अर्थव्‍यस्‍था वाले देश की मुद्रा, युआन का अवमूल्यन कर दिया था। इसकी गिरावट का ऐलान कर दिया था। जिससे यह डर दुनिया के दूसरे शेयर बाजारों में पैदा हो गया था। दक्षिण अफ्रीका की रैंड मलेशियाई रिंगित 17 साल के न्यूनतम स्तर पर पहुंच गई। जबकि तुर्की लीरा 14 साल के निचले स्तर पर संघर्ष कर रही। सबसे खास बात तो यह है कि पिछले दो हफ्तों में डॉलर के मुकाबले रुपया भी और कमजोर होकर 66.47 के स्तर पर गिर गया, जो कि 2 साल का सबसे निचला स्तर है। हालांकि भारतीय रुपया, थोड़ा बेहतर बंद कर किया गया। वहीं चीन की अर्थव्यवस्था को भीआगे लड़खड़ाने की स्‍िथत से जूझना पड़ सकता है। http://inextlive.jagran.com/five-caused-the-biggest-sensex-crash-in-history-201508250020

Report card: Centre delivered corruption free governance in last one year, says Jaitley

''Our priority is to get the GST and Land Bills passed by Parliament,'' Jaitley told a press conference while presenting the report card of Modi government.

The Finance Minister further said notifications with regard to Blackmoney Bill will be issued shortly.

''Misuse of investigation agencies is a thing of the past,'' Jaitley told reporters. Jaitley said the NDA government will make every effort to meet GST rollout deadline of April 1, 2016.

Commenting over the ongoing tussle between Delhi Chief Minister Arvind Kejriwal and Lt Governor Najeeb Jung, the Finance Minister said the Home Ministry's notification on LG's powers will help remove confusion in the national capital.

Modi government is going to complete one year in office on May 26.

People want governance not controversies: Jaitley to Kejriwal


"The people of Delhi experimented with a new party in the elections, but it is a very costly experiment because governance is not their political agenda," Jaitley cited. He was speaking at Delhi BJP's Executive Committee meeting.

In an apparent reference to various controversies surrounding the AAP government, particularly the tussle between Kejriwal and Jung, Jaitley asserted people of Delhi want governance and the ruling dispensation must understand it.

"Whatever is happening in Delhi in last few months, it seems coming days may be be painful. The AAP government came following a huge mandate. They should understand their responsibilities. People want governance and not controversy. So they should understand their responsibilities and fulfil people's expectations," he added.

Blackmoney Bill to come up in Parliament next week; Centre initiates prosecution against offenders

In a stern warning to offenders, he said it would not be possible for anyone to hide unaccounted wealth as the international community is planning to put in place a mechanism for automatic exchange of information by 2017.

"Next week, I intend to take up before Parliament the law with regard to taxation of undisclosed assets and incomes abroad," Jaitley said at the 'Enforcement Day' function organised by the Directorate of Enforcement.

There will also be a window to help persons having such funds abroad to come clean by paying tax and penalty.

Jaitley said the government has been taken steps to unearth black money stashed abroad.   

"There are large number of cases...prosecutions against those offenders have been filed in last few months. The assessment of hundreds of those cases have been completed. 121 prosecutions have been filed by tax Department against them," he said.

With the international community including G-20 leaders taking various initiatives, it would become difficult for people to hide wealth within couple of years, he added.

Black money Bill to be taken up in Parliament next week: Finance Minister

"Next week, I intend to take up before Parliament the law with regard to taxation of undisclosed assets and incomes abroad," Jaitley said at the 'Enforcement Day' function organised by the Directorate of Enforcement.

The government in March introduced 'The Undisclosed Foreign Income and Assets (Imposition of Tax) Bill, 2015' which provides for heavy penalty and stiff punishment of up to 10 years for stashing unaccounted funds abroad.

There will also be a window to help persons having such funds abroad to come clean by paying tax and penalty.

Jaitley said the government has been taken steps to unearth black money stashed abroad.

High priority given to probe blackmoney cases: Enforcement Directorate

"With a new government in place and a high priority  accorded to tackling black money, ED has been a busy place  this last year. I am happy to report that we have, thanks to the dedicated effort put in by all our staff, surpassed our performance of the previous year," ED chief Rajan Katoch said during the 'Enforcement Day' event here.
  
Katoch said the agency, tasked to probe hawala and money laundering crimes, in 2014-15 completed investigations in a total of 1,918 cases as against 1,836 cases probed last year even as 2,000 preliminary enquiries were "resolved" during the same year.
  
"The backlog of Foreign Exchange Management Act (FEMA) adjudication cases has also been brought down drastically. Laundered assets valued at Rs 3,657 crore were attached during the year as against 1,773 crore the previous year. Total value of assets attached has now gone up to over Rs 9, 000 crores. We have stepped up our filing of prosecutions from 11 in 2012-13 to 55 in 2013-14 to 69 in the year gone by (2014-15)," he said.
  
Katoch, who has brought in some new protocols to increase accountability and transparency in this department vested with the enforcement of two of the most stringent laws in the  country, said ED's aim is to be increasingly "firm and fair" in its investigations.

"Public confidence and credibility are the most valued achievements for us...I must mention that during the year we have defined the core values of integrity, accountability, commitment, excellence and impartiality that we expect all our staff to adhere to. We have put in place certain internal protocols to facilitate adherence to these core values," he said.

FM transmission of Vividh Bharati launched

Information and Broadcasting Minister Arun Jaitley, who launched the FM transmission, also delivered a message to the listeners of the channel, saying Vividh Bharati services would reach people within a perimeter of 60-65 km with much clarity at all times in all weather conditions.

Vividh Bharati offers a mix of film music, skits, short plays and interactive programmes.It is known to have the largest collection of film and non-film songs in the country.

Speaking to reporters later, Jaitley said that not just the FM mode, mobile applications of several AIR channels will also soon be available.

DD News would also have its mobile phone application, he said.

The I&B minister also said the Doordarshan's 'Kisan' channel could be launched in May.

"We are looking for another date, most probably it will be in May. The preparations for the channel is at a fairly advanced stage," he added.

Atal Bihari Vajpayee a leader par excellence: Arun Jaitley

Vajpayee is being conferred country's highest civilian award Bharat Ratna on Friday by President Pranab Mukherjee.

"This a proud moment for the country and all of us. He a stalwart leader of the country. He is a leader of par excellence who has worked tirelessly in the interest of the nation," Jaitley said here.

"In this country, I think there would be very few people like him who are good orator, political leader, thinker and poet. We pray for his good health and long life," he added.   

Setting aside protocol, the President will visit Vajpayee's Krishna Menon Marg residence here and will confer him the Bharat Ratna later on Friday.

Had raised concern in Rajya Sabha three years back over misuse of IT Act: Jaitley

"Powers are, normally, assumed under these rules on the assumption that they won't be misused. We feel the pinch only when they are misused. Therefore, I would urge the (IT) Minister to kindly reconsider the language of the kind of restraints that he wants to bring as a result of this notification," read Jaitley's post on the social media website quoting from the said speech.

Jaitley had made the remarks while participating in a debate on Information Technology (Intermediaries Guidelines) Rules, 2011, under the Information Technology Act, 2000, in the Upper House on May 17, 2012.

The guidelines were introduced by the previous UPA government to fix accountability of websites, internet and other companies for hosting information that may be found to be offensive.

Supreme Court on Tuesday struck down Section 66A of IT Act saying it was "unconstitutional" and could have a "chilling effect" on freedom of speech and expression.

Government assures relief for rain hit farmers

Acknowledging the unanimous voice on the issue, Finance Minister Arun Jaitley said the government would act "with  compassion and without going into technicalities" of the matter.

Jaitley added the government has full sympathy with the farmers in this hour of natural crisis and the Centre would take all possible steps.

Finance Minister informed the House that the Agriculture Minister has constituted separate teams for each state to assess the losses and all the three Ministers have started visiting the affected states from Thursday.

His remarks came after Opposition Congress, BSP, JD-U and CPI(M) demanded that the Centre should immediately announce financial assistance, assess the extent of damage to crops and
wave interest on loans of distressed farmers.

K C Tyagi (JD-U), who initiated the discussion, said though crops worth Rs 22,000 crore has been lost in the natural fury, the insurance companies were assessing crop loss at no more than Rs 1,000 crore.

Former Agriculture Minister Sharad Pawar (NCP) spoke at length on the damage to crops from drought, unseasonal rain and hailstorm and asked Centre to chip in with more help and waive short-term loans particularly crop loan as well as the interest on loans for purchase of agriculture equipments.

Short window to declare overseas assets under black money law

The Union Cabinet last night approved the Undisclosed Foreign Income and Assets (Imposition of New Tax) Bill, 2015 with a view to put in place a legal framework to unearth black money and illicit assets stashed abroad.

It provides for a maximum of ten years rigorous imprisonment for offenders, who conceal income and assets and indulge in evasion in relation to foreign assets.
    
Under the provisions of the new Bill, the offence will be non-compoundable and the offenders will not be permitted to approach the Settlement Commission for resolution of disputes. There will also be a penalty at the rate of 300 percent of taxes on the concealed income and assets.
  
"The dates for declaring the overseas assets will be notified after the passage of the bill on the black money by Parliament," a senior Finance Ministry official said on Wednesday.
  
The assesses will be given a few months time to declare their overseas assets, the official said, adding the bill would also provide for a rigorous jail term of 10 years for concealment of such income. The proposal to come out with a new law on the black money was mooted by Finance Minister Arun Jaitley in his budget speech.

Sharp rise in bad loans; banks taking action: Government

"It is normal for the banks to have 2-3 per cent of NPA (Non-Performing Assets). But in the last 2-3 years the NPA has been increased substantially and gone up to 6 per cent... Stress assets have also been increased," he said during the Question Hour.
 
Jaitley said actions against those who have failed to repay the loan amount have been initiated under various provisions of law - including under Indian Penal Code and and civil laws.
 
To a question on action taken against promoters of Kingfisher Airlines for having huge outstanding loans, he said banks are dealing with all defaulters as per law and actions have been taken that include declaring the promoters and directors as willful defaulters that barred them to obtain loan from any bank in future and auction mortgaged property.
 
Jaitley said there are people and companies who are under stress due to the economic slow down in last 2-3 years and in such cases banks allow the companies to restructure the loan repayment process to give them relief.
 
He, however, said, there are people and companies whose intention is not good and who do not want to repay the outstanding amount to banks. In such cases, the banks take proper action as per law.
 
The minister said the SEBI Act has been amended recently with tough provisions and steps are being taken against those companies which cheat people in the name of chit funds.   

Under the amended law, the state governments can take action against those who cheat people while collecting money in the name of chit fund.
 
Police has full right to take action and many people are in jail for such crime," he said.

Jaitley meets Badals, says no question of snapping alliance with SAD

Finance Minister Arun Jaitley met Union Minister Harsimrat Badal and her husband and SAD president Sukhbir Singh Badal at their residence and attended a religious function there on the occasion of the birth anniversary of Guru Nanak Dev there.

Jaitley, who shares cordial ties with the Badals, also spent some time with them and told them that there was no question of the two parties being separated.

"I want to make it clear there is no rift between BJP and SAD. We are the oldest allies, we are not only friends but are in relation with each other. Our alliance is not only a political alliance but a social one too," Jaitley told reporters outside Badal's residence.

BJP general secretary J P Nadda also said there was no question of ending ties with SAD and would seek to know from his party leader Ramshankar Katheriya about his remarks.

"There is no question is snapping ties with SAD. We have an emotional bondage. We are old partners and have been working with emotional understanding for many years. There is no question of any misunderstanding between us," Nadda told.

Jaitley said ties with SAD is more relevant especially after the terrorism days in Punjab as it was instrumental in restoring peace and development in the state.

Nadda said he would find out from Katheria as to what he has stated in Chandigarh that had led to doubts about any alliance between the two allies.

The remarks by Jaitley and Nadda came in the backdrop of BJP leader Katheriya's remarks in Chandigarh yesterday that the party has no problem in running the government in alliance with SAD but in case workers and party leaders wish to fight it alone and a favourable scenario develops in the state, the party may have to think like that.

Congress to field Captain Amarinder Singh against Jaitley from Amritsar

Amarinder, however, said that a local candidate of the party would be able to do more justice to the constituency.

"I will also not be able to spend required period of time there,” he said.

Amarinder said even if he contested and was elected as an MP from Amritsar he will not be able to do justice with the people there as compared to a local.

"I would not be able to do justice with the people of Amritsar as their MP for multiple reasons, besides not being able to contest from there at the first instance," he said.

Amarinder said that Congress president Sonia Gandhi had offered him to contest from Bathinda or Amritsar when he had met her about three weeks ago.

Amarinder said he had clarified at that time itself that he will not be in a position to contest since his wife Parneet Kaur was contesting from Patiala.

He added that his presence was required across the state and contesting from Amritsar would simply confine him to one single constituency.

The former chief minister maintained that the Congress had strong, powerful and quite influential leaders in Amritsar who can successfully take on the Akali-BJP candidate there.

"Amritsar is a strong Congress bastion and the party has won the seat several times and during the last time the seat was declared in favour of the BJP candidate by fraud and deceit," he added.

Arguing that the party must field a local candidate who is well versed with the local issues and problems, Amarinder said “The people of Amritsar are already fatigued and frustrated because of an absentee MP and they will not like to replace one absentee MP with the other.”

"While the previous one was still visible once in a while, the present one (Arun Jaitley) if elected, will never ever be seen around given his interests and commitments in Delhi," he pointed out.
