नहीं रहे महान अंतरिक्ष वैज्ञानिक यूआर राव, उत्तराखंड से रहा गहरा नाता

नैनीताल, [जेएनए]: इंडियन स्पेस रिसर्च ऑर्गनाइजेशन ने एक और महान हस्ती को खो दिया है। महान अंतरिक्ष वैज्ञानिक प्रोफेसर और प्रधानमंत्री के वैज्ञानिक सलाहकार यूआर राव अब इस दुनिया में नहीं रहे। लंबे समय से बीमार चल रहे यूआर राव का बेंगलूरु में निधन हो गया है। 

85 वर्षीय यूआर राव हार्ट की समस्या के चलते अस्पताल में भर्ती थे। रविवार रात उन्होंने दम तोड़ दिया और एक और हस्ती का नाम इतिहास के पन्नों में दर्ज हो गया। दिवंगत यूआर राव को भारत के अंतरिक्ष, उपग्रह क्षमताओं के निर्माण और देश के विकास में अनुप्रयोगों का श्रेय जाता है। राव ने भारत में भारत में उपग्रह प्रौद्योगिकी की स्थापना की जिम्मेदारी ली वर्ष 1972 में ली थी।
कर्नाटक में हुआ था इस महान हस्ती का जन्म
इस महान हस्ती का जन्म कर्नाटक के अडामारू में 10 मार्च 1932 को हुआ था। उन्होंने  इसरो अध्यक्ष और अंतरिक्ष सचिव का पद भी संभाला। प्रोफेसर राव को अंतरराष्ट्रीय एस्ट्रोनॉटिकल फेडरेशन ने प्रतिष्ठित द 2016 आईएएफ हॉल ऑफ फेम में शामिल किया था। वहीं साल 2013 में सोसायटी ऑफ सेटेलाइट प्रोफेशनल्स इंटरनेशनल ने राव को सेटेलाइट हॉल ऑफ फेम, वाशिंगटन में शामिल किया था। राव अहमदाबाद स्थित भौतिक विज्ञान प्रयोगशाला के संचालन परिषद के अध्यक्ष भी रहे। 

कर्इ अवॉर्ड्स से हुए थे सम्मानित 
यूआर राव को भारत सरकार ने अंतरिक्ष विज्ञान में अहम योगदान के लिए 1976 में पद्म भूषण से सम्मानित किया। जबकि इसी साल उन्हें पद्म विभूषण से सम्मानित किया गया.

authorities confuse on Ruby's arrest

रूबी चौधरी के मामले में सवालों से घिरी पुलिस ने आखिरकार जांच शुरू होने के 36 घंटे बाद उसे गिरफ्तार कर लिया। गुरुवार देर रात रूबी के लिए होटल तलाश रही पुलिस शुक्रवार देर रात अचानक होटल पहुंची और रूबी को लेकर अज्ञात स्थान की ओर रवाना हो गई। रूबी की गिरफ्तारी के दौरान तेवर तल्ख दिखे। हालांकि, देर रात एसएसपी पुष्पक ज्योति ने बताया कि एसआइटी ने रूबी को हिरासत में ले लिया है। लेकिन, एसपी (सिटी) अजय सिंह ने देर रात ही रूबी की गिरफ्तारी की पुष्टि की।

लाल बहादुर शास्त्री अकादमी के उपनिदेशक सौरभ जैन पर मीडिया के सामने गंभीर आरोप लगाने वाली रूबी चौधरी स्वयं धोखाधड़ी की आरोपी है, बावजूद इसके पुलिस उसकी गिरफ्तारी से कन्नी काटती रही। यहां तक कि पुलिस उसकी मेहमान नवाजी में जुटी थी। यह अलग बात है कि शुक्रवार को रूबी ने पुलिस पर आरोपों की बौछार करते हुए आत्महत्या करने की धमकी दे डाली। रूबी ने कहा कि ‘पुलिस एलबीएसएए के दबाव में है। मेरी रिपोर्ट तक दर्ज नहीं की गई।’

Uttarakhand Congress chief to observe fast outside PM Modi's residence

The BJP-led Union government has been meting out "step-motherly" treatment to Congress-ruled states, he said and claimed that the Centre has curtailed grants amounting to Rs 4,000 crore approximately which has taken a toll on the growth of the region.

"Since crores of people come to our hill state for 'Char Dham Yatra' and festivals like 'Ardhakumbh Mela', Prime  Minister is intentionally ignoring the region as he wants people to get a bad impression of it," Kishore alleged at a press conference.

"The government has also delinked several centrally sponsored schemes like malaria and AIDS control, e-governance etc which has left over 7,000 people jobless. How will the state bridge this huge gap without any financial aid?"

The party is also demanding special status for the state like other Himalayan regions along with special industrial package.

Emphasising that while BJP has made the issue of cleaning Ganga as one of its main campaign, Uttarakhand, from where the river originates, has been ignored.   

"We had sent proposal to the Centre on cleaning of Ganga. But it went unnoticed," he said.   

The party also pressed for financial aid in order to set up arrangements for 'Ardhkumbh' festival, which will begin early next year.

"The government should think of special budget for carrying out rural cleanliness mission ahead of the festival," Kishore said.

Disaster-hit districts of Uttarakhand to get 10 crore each for road repair

An announcement to this effect was made by Chief Minister Harish Rawat while reviewing the preparations for the Char Dham and Mansarovar pilgrimages via video conferencing on Tuesday night, an official release said.
  
The DMs of these districts have been asked to use the corpus fund of Rs 10 crore each at their disposal to help BRO carry out its road reconstruction work in affected areas so that the badly damaged route is fully restored by April 30.
  
The Char Dham yatra begins in early May and the deadline set by the government for repairing the roads leading to the four Himalayan shrines of Gangotri, Yamunotri, Kedarnath and Badrinath is April 30.
  
The Chief Minister instructed the DMs of the three districts where the famed Himalayan shrines are located to set up a control room at the district headquarters to monitor the progress of road restoration work on a regular basis.
      
He also sanctioned Rs one crore for preparations for the Mansarovar yatra and said more funds will be given, if needed, for the smooth conduct of the pilgrimage which passes through the border district of Pithoragarh.

North-East states should take lessons from Uttarakhand disaster: Experts

"Geographically, the northeastern states are similar to Uttarakhand. Therefore, it is important these states start using local technology for building houses and stop using reinforced cement concrete (RCC)," said Rajendra Desai, managing trustee, National Centre for People's Action in Disaster Preparedness, Ahmedabad.

Addressing the International Conference on the Eastern Himalayas organized by the Centre for Northeast Studies and Policy Research at the Jamia Millia Islamia here on Wednesday, Desai said Sikkim is giving false sense of security to people by increasingly using RCC for construction, which should be stopped immediately.

"The use of cement and steel increases the carbon footprint, which is highly detrimental and also contributes to climate change. The use of load-bearing masonry construction such as stone, timber, mortar will only help to reduce the long-term vulnerability of the region," he said.

Ravi Chopra, director, People's Science Institute, said, "Climatologists have warned that because of global warming, destructive weather events will become more frequent in the future. In the times of climate change, the Himalayan states need to focus on their special characteristics and pursue a green development vision."

The experts said the government's intervention is required because getting local materials are difficult due to court orders."Taking sand from the river and procuring timber is considered stealing," Desai said.

According to him, even after disaster, the Himalayan states should focus on mid-term settlement and post disaster house-to-house damage assessment, which Uttarakhand has not been able to follow.

"Mid-term shelters are the best way for rehabilitation as these houses can be dismantled once new ones are constructed," he said.

Chopra also said since all these states are prone to disaster, their first priority should be to expand forest cover."To expand forest cover, the local communities must be made custodians and managers of their environmental and natural resources," he said.

Chopra said since its formation, Uttarakhand has lost 30,000 acres of forest land in the name of development.

"To avert disaster, good governance is essential to raise awareness among people. In Uttarakhand, people are being given money under several schemes but they do not know how it is to be spent," Chopra added.

The experts stressed it was poor governance that caused the deluge in Uttarakhand as the state disaster management was dysfunctional and there was no co-ordination between research and practice.

Uttarakhand was hit by one of the worst floods in recent times, leaving thousands dead and causing extensive damage.
